GCCL – Newsletter to Clubs – March 2018

 

This newsletter records the key points from the County League Committee Meeting on March 19.  Much of the meeting was spent discussing proposals to maximise the enjoyment of players, officials, club officers and spectators on summer Saturday afternoons.

 

Umpiring Focus Group

 

As previously reported Paul Goring (Woodmancote CC), Jim Hyland (GCCL committee) and Peter Sawyer (GACUS) have been meeting in recent weeks.  The start point for their conversations was two-fold:

 

  • The fact that so many disciplinary issues arise from questionable or incorrect umpiring decisions

 

  • The survey that GACUS conducted at the 2017 Captains’ Briefing which had two key outcomes:

 

  • Poor player behaviour is the main reason that diminishes peoples’ Saturday afternoon enjoyment
  • Players much prefer not having to umpire their own teams’ matches.

 

A key thread arising from the group’s work is that the responsibility for ensuring good behaviour on the field of play sits firmly on the shoulders of club chairs and team captains.

 

A number of the suggestions will be brought to the SGM/Captains’ Briefing on April 17 either as minor rule changes or as small recommended changes to protocols. 

 

The main recommendation of the group was:

 

  • Incentives and rewards should be given to clubs without appointed umpires who can provide a suitably qualified standing umpire, who is not a player in the match.  By suitably qualified, we mean someone who has attended at a minimum the Stage 1 training (1 day).  However, because this is new in 2018 we recommend that for the next 2 seasons this should be temporarily adapted to include umpires who have attended the 3 hour Introduction to Umpiring Course.

 

We recommend that such umpires are included on the score sheets, to be checked by GCCL against a data base supplied by GACUS and 1 additional bonus point be awarded to those teams.

 

The League Committee supported this proposal, but believed that it would not be reasonable to introduce it for the 2018 season.  A proposition will be brought to the AGM in October.

 

The GCCL Committee wants to place on record its thanks to Jim, Paul and Peter for their work which they greatly valued.  The group plan to meet again in the autumn and would welcome players from other clubs joining their discussions.

 

Officials Courses – FINAL CALL

 

The usual spreadsheet detailing the requirements to attend Officials Courses has been posted on the website at http://gloucestershireccl.play-cricket.com/website/articles/19756   Teams are more than welcome to send more than the minimum requirement to courses.

 

Full details of the dates and venues of courses, and how to book, are on the Training page of the GACUS website (http://www.glosumps.org.uk/train.html).  While it is very much hoped that clubs would take advantage of the new “Club Umpire” course and qualification, the 2018 courses have now been held.

 

The League will reimburse two delegates per team for the Introductory course, four for a club hosting an Introductory course (Scoring or Umpiring), one for the Club Umpire course and 100% of the course fees plus a £50 bonus for a Level  1 umpire that joins the appointment panel and stands in nine matches or more.

 

Thank you very much to everyone who has attended the courses held so far.  The spreadsheet will be updated as a one-off exercise once the full programme of courses has been held.

Attendance at the meeting is mandatory for team captains, and club chairs are also requested to attend.  The calling notice will be distributed shortly but early warning of the agenda is:

 

  • Collection of balls and Greene King IPA branded stumps
  • Spring General Meeting (SGM) - The proposed rule changes are attached at the bottom of this newsletter
  • Behaviour and Discipline – A short presentation
  • An update on how some of the new Laws of Cricket will be applied in Saturday afternoon cricket.  NB Club umpires are requested to attend.  The video at Players’ guide to the key law changes is worth a look
