GCCL – Newsletter to Clubs – Post AGM 2016


This newsletter covers one urgent point (the League Dinner), one highly important one (the need for a League Secretary) and a number of lower priority others that should not be ignored. 


League Dinner - URGENT


Bookings have been slow for the 2016 League Dinner which takes place on Friday November 18 at Cheltenham Civil Service CC.  The menu is:


  • Chicken chasseur with a selection of vegetables, or a vegetarian option if ordered in advance
  • Pavlova or Chocolate Brownies/Ice Cream or Eton Mess
  • Tea or coffee


The price is £14. 


Booking is essential, including requests for the vegetarian option, to Eddie Baker (See “About Us” - by Tuesday November 8.

As was reiterated at the AGM, it is not possible for the League to run in 2017 without a League Secretary


It neither appropriate nor sustainable for the chairman to fulfil both roles.  There are 70 teams in the League and there must be someone, probably a keen supporter, with the administrative skills to ensure that the League can continue to run.  The time commitment is not onerous.


The outline job description is:


  • In consultation with the chairman, produce the agenda for committee meetings
  • Minute committee meetings and summarise the results of general meetings
  • Maintain the Club Contacts database.  This is mainly a one-off annual update, with occasional changes as club officers change, etc.   NB The GCB is developing a database that will be accessible by all leagues and this should significantly reduce the work required
  • Draw up and distribute the Calling Notice and Agenda for the two General Meetings
  • Receive any correspondence and table it at Committee Meetings.  NB With the advent of electronic communication, the scale of this task has significantly diminished
  • Drafting any changes to the Handbook, and organising the printing.

Rule changes for the 2017 season


The majority of the proposed rule changes posted at  were approved by the AGM.  The exceptions were:


Rule 8(a) - Registration

Carried, but needs amendment to say that registration must be applied for before 19:00 Monday

Rule 12(e) – Fielding Circles


Rule 12(f) - Wides


Carried except for Legside wides

Rule 12 (g) - Declarations


Rule 15 – Declarations


Rule 15 – Batting Bonus Points

Agreed in principle but needs more work before an email vote

Rule 16(a) – Points deductions rather than fines



Umpiring Courses


The dates and venues for the three core “Introduction to Umpiring” courses have been confirmed:


  • Monday April 3rd  at Aston Ingham CC 6.30pm – 9.30pm
  • Wednesday April 12th at Cirencester CC 6.30pm – 9.30pm
  • Monday April 24th at Upton St.Leonards CC 6.30pm-9.30pm


In addition, Woodpeckers CC are hosting a course on Monday 10th April.  This is mainly for club members, but other attendees will be welcome.  If any other club wishes to host an in-house course, please contact Peter Sawyer at GACUS.


Very many thanks to all the clubs that are hosting courses. 


Details of the Level 1 Umpiring courses are on the “Training” page of the GACUS website (  Introduction to Scoring courses will follow. 


The League policy for funding attendance at Officials Courses is:


  • GACUS invoice directly for attendees at Introductory Umpiring and Scoring courses to meet the League’s requirements
  • Clubs hosting in-house Introductory courses are refunded for up to four attendees
  • Full refund, plus £50 bonus, for successful Level 1 Umpiring delegates that start to be appointed for, and stand regularly, at Saturday afternoon matches.

The League “Requirements” spreadsheet at Oct 2016.htm has been updated now that promotion and relegation has been confirmed. 


Funds for Investment


 For the past two years, the League has subsidised and organised a bulk purchase of Flat Sheet Covers. 


Now that most clubs have such covers, this year the League’s excess funds will be used to provide a subsidy on the cost of balls.  This subsidy will provide the same benefit to all teams in the League.  It will be £30 per team.


Discounted Ground Facilities and Equipment
